Q4 2023: 6 registered sex offenders living in Rice County

There was the same number of registered sex offenders living in Rice County as of the fourth quarter of 2023 compared to the previous quarter, according to the Minnesota Public Registrant Search.

There were six sex offenders registered in Rice County as of the fourth quarter of 2023.

The Registry shows none of these sex offenders are sexual predators. In Minnesota, convicted predatory offenders also are subject to certain mandatory sentencing laws that are designed to minimize their chances to re-offend.

Minnesota legislation about sex offenders and predators is currently being evaluated and revised, such as if offenders with good behavior can be removed from the Registry.

Alex Jeffrey WoltersFalse imprisonmentAlex Wolters has a history of approaching unknown female children, asking directions, and attempting to coax/coerce them into his vehicle.
Gerald Bryan BeckerCriminal sexual conduct in the third degree (2 counts), kidnappingGerald Becker engaged in sexual contact with an unknown adult female and teenager on separate occasions and held the teenager against her will. Contact included sexual touching and penetration. Becker gained access by approaching them in public, coercing one female to accompany him to another location, and arranging to meet the other female the next day. Becker used force and took advantage of one female's developmental disability to gain compliance.
Clinton Albert JuringCriminal sexual conduct in the first degreeClinton Juring engaged in sexual contact with a known adult female and held her and her toddler against their will. Contact with adult female included penetration. Juring physically assaulted the toddler.
Frank Lee TimblinCriminal sexual conduct in the first degreeFrank Timblin engaged in incidents of sexual contact against a known female child over a period of time. Contact included penetration. Timblin used his established relationship of trust to exploit unmonitored access. He used the victim's confusion and naiveite to maintain control.
