City of Cleveland issued the following announcement on May 20.
These locates are being done because an underground pipe is being bored underneath the length of 2nd Street. Please be mindful of signage and crews working in the area. Vehicle traffic will shift towards the east side of 2nd Street so there will be no parking on that side.
The work is projected to start on Tuesday the 26th and will take a few days to complete.
Why is there a pipe being bored? great questions! This pipe will connect the West Jefferson Sewer District to the city's wastewater ponds for treatment of a 140 sewer connections near the Jefferson Lake area.
